From the distance he listed in the initial post, DB is French-Canadian. The last I knew from living out west, Canada has an environmental ministry of sorts, and their air standards are almost as screwy as those in the USA.
To simplify what Polar Pilot said about the intake manifold, it is the little rubber boot between the carb and the motor.
